Active Runways
Runway 4/22 must always be the jet arrival and departure runway due to the length of the runway
When the winds are calm, runway 4 will be the primary runway , and 10/28 may be used in either direction based upon the wind.
Use the following tables to determine the active runway

No departure heading is needed unless requested by the departure controller.
Once an aircraft is observed airborne, (not when they call airborne) should be told to contact departure. The frequency is not needed since it was given in the clearance. Remember that the departure controller may be logged on as FAY_x_APP (where x represents the sector) and may still be referred to as "departure."
